What They Are Looking For

The business is seeking a strategically minded and highly experienced Infrastructure Bid Manager to lead the full lifecycle of major infrastructure tenders across Ireland and Europe. This is a senior, business-critical position reporting to executive pre-construction leadership and working in close alignment with commercial, delivery, estimating, planning, and design teams.

The role exists to strengthen the organisation’s work-winning capability within large water, rail, highways, marine, and defence programs. The successful candidate will shape win strategies, build compelling value propositions, and lead multi-disciplinary bid teams in producing high-quality, compliant, and commercially robust submissions.

Responsibilities

• Lead the full work-winning lifecycle for major infrastructure tenders, shaping bid strategy, value proposition, and differentiators.

• Manage all stages of the tender process from qualification through submission, ensuring compliance, quality, and timely delivery.

• Oversee and contribute to the development of compelling narrative content that integrates technical, commercial, and operational inputs.

• Coordinate and lead multi-disciplinary bid teams, ensuring seamless collaboration across estimating, planning, design, commercial, and legal stakeholders.

• Support commercial reviews, ensuring tenders align with cost, risk, and contractual models typical of complex civil engineering programs.

• Lead client presentations, interviews, and clarification meetings, representing the organisation at senior level throughout the bid process.

• Implement strong governance frameworks and maintain a high-quality repository of case studies, templates, and best-practice materials.

Criteria for the Role

• Demonstrable experience as a Bid Manager, Tender Manager, or Proposal Manager within tier-one or major infrastructure contracting environments.

• Background in leading bids for large-scale civil engineering or infrastructure programs within sectors such as water, rail, highways, marine, or public infrastructure.

• Strong understanding of major contract forms commonly used across Ireland, the UK, and international markets (e.g., GCCC, NEC, FIDIC).

• Exceptional communication, leadership, and project management skills, with the ability to articulate complex technical concepts in a compelling manner.

• Degree-qualified in Engineering, Construction Management, Quantity Surveying, or a related discipline.
