What They Are Looking For

The organisation is seeking a highly strategic and experienced PreConstruction & Bid Manager to oversee the planning, development, and submission of winning mechanical and multidisciplinary tenders. This senior role operates at the centre of the organisation’s growth strategy and requires close collaboration with engineering, estimating, planning, and executive leadership.

The appointment exists to strengthen technical and commercial bid strategy across a growing portfolio of high-value, highly technical tenders. The successful candidate will take ownership of the end-to-end bid lifecycle, shaping value propositions, critiquing technical solutions, and ensuring submissions are competitive, compliant, and commercially aligned.

Responsibilities

  • Lead the end-to-end tender and bid development process for major mechanical and multidisciplinary engineering packages.

  • Critique and shape technical solutions in partnership with design and engineering teams to ensure compliance, value, and competitive advantage.

  • Oversee and contribute to high-quality proposal documentation that articulates technical methodologies and commercial benefits.

  • Collaborate with estimating teams to challenge and integrate costings, ensuring alignment with commercial strategy.

  • Represent the business in client presentations, interviews, and clarification sessions during the bid phase.

  • Identify and manage commercial and technical risks associated with mechanical and multidisciplinary bids.

  • Maintain and enhance knowledge repositories, standard content, and case studies to improve bid efficiency and quality.


Criteria for the Role

  • Demonstrable experience as a Bid Manager, Proposals Manager, or Pre-Construction Manager in an M&E or mechanical contracting environment.

  • Proven ability to lead tenders for major mechanical packages across data centres, pharmaceutical facilities, or large commercial projects.

  • Strong technical understanding of large-scale mechanical systems, including HVAC, pipework, utilities, and related systems.

  • Strategic mindset with strong analytical capabilities and an ability to translate technical requirements into winning strategies.

  • Excellent communication, presentation, and stakeholder engagement skills.

  • Degree-qualified in Mechanical Engineering, Quantity Surveying, or a related discipline.
